Start with where you are.
The person incarcerated in TDOC and the family member helping from outside should not be sent through the same process. Choose the path that applies to you.

Build the sentence file from inside the institution.
For a sentencing or sentence-credit issue, TDOC's current Inmate Rules and Regulations directs the inmate to begin with Form CR-3118, then move the inquiry to the institutional Record Office, and then to Sentence Information Services if needed. Keep a copy of every request and response.

Ask your counselor for Form CR-3118
Use the form to create a written record of the sentence-information or sentence-credit issue.

Request records, not only an explanation
Identify the actual dates, credit entries, sentence data, reports, or computer outputs you need to verify.

Ask for Record Office review if unresolved
If the counselor cannot resolve the issue, request that the CR-3118 be forwarded to the institutional Record Office.

Ask for Sentence Information Services review
If the Record Office cannot resolve it, request that the inquiry be forwarded to Sentence Information Services for a reply.

Preserve the paper trail
Keep the completed CR-3118, every written response, all sentence printouts, and the date each step occurred.

RECORD OFFICE
If the counselor cannot resolve it
Write on the CR-3118 or accompanying inquiry that you request the matter be forwarded to the institutional Record Office for review and response.

If the Record Office cannot resolve it
Request that the Record Office forward the completed inquiry and supporting records to Sentence Information Services for a reply.

Record the date submitted, person or office receiving it, response date, and what documents were supplied or refused.
OUTSIDE TDOC — FAMILY & ADVOCATE RECORDS PATH
Obtain TDOC's records from outside and compare them with the inmate's institutional file.
Start with TDOC's sentence-information channel. If copies of underlying public records are needed, use TDOC's public-records process. Tennessee's Public Records Act gives the statutory right of access to Tennessee citizens; an agency may choose to provide records to a non-Tennessee citizen, but the TPRA itself does not require it.

For public-record copies, TDOC publishes Form CR-3725. The form instructs requesters seeking copies to complete sections 1–4.

TDOC's records should be compared with the judgment from the court clerk and pretrial-confinement records from the county jail or sheriff when those facts affect the calculation.

Choose the TDOC records to request
Describe identifiable existing records. A public-records custodian is not required to create a new calculation or answer legal questions.
Build the outside request
Specificity matters
Describe the type of record, timeframe, offender, and subject matter so the custodian can identify existing responsive records.
Inspection vs. copies
TDOC Policy 216.01 says inspection is not charged; copies may carry production, labor, or delivery costs under the policy.
Computer-generated data
TDOC Policy 216.01 separately addresses requests for computerized information and directs them to Decision Support: Research and Planning.
If access is denied
Keep the written denial or response. Tennessee's Office of Open Records Counsel provides information and assistance regarding TPRA disputes.
